03 — How it worksThe 24 h window and the 1,000 free
The change, in three ideas
Until now, if a customer messaged you, you could reply free for 24 hours. That is what changes. The window stays; the free part does not.
01
Every reply is charged
When a customer messages you, a 24-hour window opens. Everything you send in it —text, audio, photo, every message from your chatbot— is a service message. They used to be free. From October 1, Meta charges for each one delivered.
02
1,000 free per month per number
Each WhatsApp Business number gets 1,000 free service messages every month. Meta charges from the 1,001st. They do not roll over: if you use 400 one month, the other 600 are lost. Two numbers means 2,000 free.
03
You pay your customer's country rate
The price depends on the country code of the number receiving the message, not on where your company is. A business in Mexico replying to a customer in Brazil pays Brazil's rate. In each country, service costs the same as utility and authentication.
The 24-hour window, step by step
Hour 0
A customer messages you
That message costs you nothing. Meta never charges for what you receive.
Free
The window opens
24 hours to reply freely
Text, audio, photos, buttons, anything. Every new message from the customer resets the 24 hours.
Unchanged
Inside the 24 h
Every reply of yours counts
Before: free. Now: a service message, charged at your customer's country rate. The first 1,000 of the month, per number, are free.
Charged from Oct 1
24 h with no reply
The window closes
You can only write with approved templates. Those were already charged and stay the same.
Same as today
The 1,000 free, up close
- They are per phone number, not per account or per company. Three numbers connected to the API means 3,000 free replies a month.
- They count delivered messages you send as free-form replies inside the window. The ones the customer sends you do not count and are never charged.
- They reset every month. Whatever you do not use is lost; it does not roll over.
- They only apply to service messages. Utility, marketing and authentication templates are charged from the first one.
- There are no volume discounts on service messages, even if you send millions.
What stays free
- The messages you receive. Always.
- 72 hours if the customer arrives from an ad. If they message you from a click-to-WhatsApp ad or a button on your Facebook page and you reply within 24 h, a 72-hour window opens in which everything you send is free.
- Your first 1,000 replies of the month for each number.
Example A shop in Mexico with one number replies to 300 people a month, about 6 times each: 1,800 messages. The first 1,000 are free. It pays 800 × $0.0085 = $6.80 USD a month. At 150 people, it would pay $0.
